If the weapons and equipment are used up and the resources are messed up, then other countries may take advantage of this in order to conquer.

The longer the duration of a battle or a war, the less able the nation is capable of waging war because resources, including human beings and weapons systems will be depleted over time. Equally important, the will to fight can and often does wane over time. And this is especially true if the other side has an effective propaganda machine working to plant stories in the home press. which of course can lead to disunity on the homefront which in turns decreases the will to fight.

Thus, it is said that wars should be quick and consumated as quickly as possible.

If one attacks the strategies of an enemy than there will be less of a need to fight a war.

One of the key reasons why the USA did not march on Baghdad in 1991 was because we were justifiably concerned that Iran or some other nation would seek to fill the power vacuum that would have resulted with Saddam's demise. Which is a reflection on that old adage, "The devil you know is better than the devil you don't know."

Having said all of that, even if a country is extremely strong, it STILL is bad strategy to become embroiled in a protracted war because it is inconsistant with The Way.

From a techie biz pov, delayed victory can depleted an organization's creativity, commitment, enthusiasm and financial base.

In most of the cases parties taking part in the conflict do not operate in the isolated environment. Others surround them. There are very few cases when one country, party or business has complete and superior advantage over all others. Usually it is the case that being involved in one place makes you exposed in another. This creates an opportunity for others, as you present certain weaknesses.

Another example in modern era is Second World War. Germans were fighting facing both Russians and Western countries at the other frontier. If they had not done that the war would be prolonged even more. But their expensive resource time and people consuming campaign in Russia helped the Allies to launch attack and take advantage of unfinished Russian campaign.

Even if you win your enemy, if your army and country are exhausted by a prolonged war, neighboring nations could take advantage of the situation, and conquest your country!
therefore you will be defeated by another enemy according to strategem # 3 (Kill with a Borrowed Sword ) and #4 (Await the Exhausted Enemy at Your Ease)

It's a dog-eat-dog world out there. If another nation sees that your men's morale is waining, your resource stockpiles are running out, your troops slowly dwindling, and the peasents are dicontent, they might see an easy win and decide to take advantage for themselves. Then you got a second enemy to fight, a two-front war, civilian/military unrest, and not enough men or materials to go around. In other words your doomed.

"When the weapons have grown dull and spirits depressed, when our strength has been expended and resources consumed, then the feudal lords will take advantage of our exhaustion to arise."

Should you deplete your resources and exhaust your troops while on a campaign, you will risk weakening your state to a point where you cannot defend yourself against neighboring states.

I would also like to point out that if you commit too much of your army into a campaign away from your own boarders, you will run the risk of being invaded, while your troops are away. You must be able to keep a large enough force to defend your boarders from outside invaders at the same time campaign troops are away in active service. If your state does not have the reserves invest into a campaign while maintaining a home defense, then maybe the expense of a campaign is not in your budget at this time.

Lets face it. When things are going poorly others have little problem assessing the damage. Most times because it is so obvious to them and not oneself. The world appears to be full of opportunists and is not likely to change soon.

It would appear obvious that if one must engage in fruitless battles then at least prepare a safe harbour where one can return in which to repair if of course the cause of the battle does not have a terminal effect.

It speaks to the basics of chess strategy always preserving the space options of the King...preventing premature checkmate or expensive fruitless battles high in materal or space expense.

It seems like a logical extension of the first chapter on calculations. What I do not understand is the predicatability of the Sun Tzu. Victory or loss is calculated in advance and assesed accordinly. Obviously it is designed as a protective countermeasure against more fully developed or real threat opponnents. Radical or extreem threats are exposed to massive developed countermeasure while real threat opponents are detered by their research which would indicate the potential theat to themselves from engaging in battles which are not carefully crafted and executed.

Vultures hide in trees along every roadway. There are enemies other than the immediate adversary. Consider those who would use their on calculation and deception to mark their time before asserting themselves against you.

Avoid weakness, whether by appearance or attrition. In either case, expect (and plan for) the worse.

I think ST may be describing the effects of the subject at hand: protracted war. Protracted war brings with it the possibility of creating an opening for an attack from our enemy. It may be worth noting that this enemy could very well be someone other than the one with whom we are presently engaged in battle.

The point ST is presenting, as I see it, is that during the planning stage of any conflict, one should not only think of efficiency, but also speed.
