The Supreme Strategist General (SSG) always know the capability of his or her army. He or she makes sure their army is proper trained for that mission.

The general must maintain communications to know the disposition of his army. Without communications the general will be blind and his army will be isolated and unable to move.

I need to know the capacity of my troops to wage war. It's one thing to know that the enemy is vulnerable. It's another to have the resources and training to get the job done. I need to be up to specs to get the job done.
