It is easier to take out small pockets of resistance than it is to attempt to topple a large force. If a large force exists, then it should be thrown into a disarray to prevent it from becoming a formidable opponent.

The general knows that by keeping the opposition’s forces separated that she can match her strength against their weakness. The general can drive a wedge between mutually supporting areas and remove key individuals from imposing their will.

This speaks to keeping an opponent in a soft state...unable to harden. Best to keep them divided in terms of numbers or supplies.

It is also very important to destroy any command structure or ablity to communiicate.

Rules of thunb
1)keep pockets of enemy resistance separate from one another.
2)Actively destroy command structure, logistics and the ability to communicate.
3)Provide the right ingediants to foster internal strife.
